Who is responsible?

This is what passes as deep thinking on the Left… The government is adding new regulations to limit pain prescriptions. There’s a fear that people in pain are getting addicted to their pain killers. Can you imagine being in terrible pain and not able to get pain medication? What is more cruel than that?
